Usually it'll be up to park management to come up with a proposal. The board will then approve or disapprove the proposal. Perhaps they get the option to pick between a couple of proposals, but board time is typically highly limited so the discussion...
It looks OK but is essentially a compacted Thirteen, no? I always think its a shame that these things just dump all their gravitational potential energy from the vertical drop. Really want to see one of these with a large drop and then straight into a proper launch with a quality bit of layout...

Not just the drop - if you look closely you'll see that they've done a overhaul on other sections of the track too and reshaped all the elements slightly. Makes sense given they've sold a good few recently as the last one they sold...

It's just a sort of Sci-fi in a slightly more comic book style I'd say- given the yellow accents etc.
Personally think they could have jazzed up the station building a tad more...

OK. So it looks like it could be Extremis style towers- but- how do you get on? Apart from the control booth ground floor access which can be seen in the pics and is shown on the plans, it still appears that people enter at ground level.
